By accessing or using GovConFlow ("the Service"), you agree to be bound by these Terms of Service. If you do not agree, do not use the Service. GovConFlow is a product operated by CIWOLAR ("we", "us", "our"), a company incorporated in the Netherlands.
GovConFlow is a federal contract intelligence platform that aggregates publicly available data from SAM.gov and related government sources. We provide contract matching, automated bid scoring, market intelligence, and proposal generation tools. GovConFlow is not a law firm, procurement agent, or government contractor. We do not submit bids, file registrations, or represent clients in any procurement process.
Bid Scores are automated algorithmic recommendations based on publicly available data and user-provided profile information. They are informational only and do not constitute bidding advice, legal advice, or a guarantee of contract award. You are solely responsible for verifying all solicitation requirements, deadlines, and eligibility on SAM.gov before submitting any bid or proposal. GovConFlow accepts no liability for decisions made based on Bid Scores.
Our "14-Day Qualified Opportunity Guarantee" is a process guarantee, not a contract award guarantee. It means that within 14 days of subscribing to Pro, we guarantee you will receive at least one qualified, matched federal contract opportunity based on your NAICS codes and business profile. If we fail to surface a matched opportunity within 14 days, contact us for a full refund of your first month. This guarantee does not promise or imply that you will win any contract.
Paid subscriptions are billed monthly or annually through Stripe. You may cancel at any time from your Settings page. Cancellations take effect at the end of the current billing period. No partial refunds are issued for unused time, except under the 14-Day Guarantee.
We source data from SAM.gov, USASpending.gov, and other publicly available federal databases. While we strive for accuracy, we do not guarantee the completeness, accuracy, or timeliness of any data. Contract opportunities, award histories, and market intelligence data may be delayed, incomplete, or contain errors from upstream government sources. Always verify critical information directly on SAM.gov.
You are responsible for: maintaining the accuracy of your business profile information; verifying all solicitation requirements before bidding; ensuring your SAM.gov registration, UEI, and certifications are current; all bid and proposal decisions; and compliance with all applicable federal procurement regulations (FAR, DFARS, etc.).
Proposal drafts generated by GovConFlow are provided as starting templates only. You own the content you create or modify. Government contract data sourced from SAM.gov is public domain. Our platform design, algorithms, and branding remain our intellectual property.
In no event shall CIWOLAR be liable for any indirect, incidental, special, consequential, or punitive damages, including lost profits, lost contracts, or business interruption, arising from your use of the Service. Our total liability is limited to the amount you paid for the Service in the 12 months preceding the claim.
These Terms shall be governed by the laws of the Netherlands. Any disputes shall be resolved in the competent courts of Amsterdam, the Netherlands.
